The Energising Development (EnDev) programme takes a market approach to delivering on SDG7: providing access to renewable electricity and clean cooking for households, enterprises and social institutions. It is funded by Germany, the Netherlands, Norway and Switzerland and coordinated by GIZ and RVO.
Danish Energy Management, in partnership with Edburgh Consultants, carried out a series of evaluations for countries where EnDev had phased out its activities or was in the process of doing so. Exit and ex-post evaluations were carried out in Peru, Burkina Faso, Ghana, Indonesia, Cambodia, Vietnam, Bolivia, Nepal and three countries in Central America (Honduras, Nicaragua, Guatemala). The purpose of the assignment was to evaluate the influence of EnDev’s interventions on the development of the various energy markets, in accordance with OECD-DAC criteria and with a focus on impact and sustainability. Energy markets evaluated include those for biodigesters, off-grid solar technologies and clean cooking solutions. Productive use of energy components were also studied. Several of the projects included RBFs and/or climate finance.
In addition, a meta-analysis of the sustainability findings of seven studies was carried out, with the goal of taking a step back and looking at the various Phase Out Country (POC) studies in a broader context. The study provided insights into how the lessons of the POC evaluation concerning sustainability could be used by EnDev management in strategic steering and EnDev country teams in implementation to improve sustainability of EnDev’s outcomes.
For each exit or ex-post study, DEM performed the following services:
- Development of Evaluation Matrix based in the OECD-DAC criteria and the evaluation questions in ToR;
- Desk review of documents;
- Stakeholder mapping and interviews;
- Evaluation report, summary report and EAMD scorecard
- Multiple exchanges with the client and resource persons knowledgeable of the phased-out project during the study to ensure that the findings were adequately substantiated.
