The Danish Energy Agency (DEA) is an agency under the Danish Ministry of Climate, Energy and Utilities (MCEU). DEA manages the Danish Energy Partnership Programmes (DEPPs), which are programmes that aim to assist public authorities improve policy and regulations in support of a green transition of energy sectors in emerging economies.
The DEPPs are part of the Danish Climate Envelope that is managed jointly by MCEA and the Ministry of Foreign Affairs (MFA). To date, DEPPs have been established in ten different large, emerging economies, whose future energy mix will have a significant impact on global CO2 emissions. To document results and support learning for future programming, the MFA is has commissioned an evaluation.
The evaluation identifies, documents and assesses the results and contribution to change for the DEPPs, and unpacks and assesses the strengths and weaknesses of the approach to capacity strengthening so as to provide lessons learned and actionable recommendations to inform the design and implementation of future programmes.
Services provided:
1. Mapping of the DEPPs and their integration within the broader portfolio of Danish support for climate change mitigation, and within other climate mitigation programmes and efforts in partner countries.
2. Description and unpacking of programmes designs, including e.g. their approach to capacity strengthening and to establishing equal partnerships, their management setups, partner selection, activities, outputs, monitoring etc.; and theories of change.
3. Evaluation according to all six OECD-DAC evaluation criteria. The evaluation employs a mixed-methods approach (Country visits, desk studies and synthesis analysis), drawing on theory-based contribution analysis.
