The Government of Armenia is determined to develop different e-applications in the country and already has registered significant progress in this field. The main purpose of introduction of e-Governance systems in Armenia is to transform the way in which the Government interacts with citizens and businesses, as well as to change the way the Government agencies interact with each other. The e-governance projects implemented or planned are aimed at improving the efficiency in public sector operations, with lower cost, and greater transparency, shifting the concept of provision of Government services for citizens and business, where the services are wanted and valued by service users.
The growth of available e-governance applications and services led to an urgent need to establish an overall One Stop Shop (single window) approach/platform that could incorporate all services already provided by the government, as well as possible future services. That approach should ensure smooth transactions at the same time diminishing corruption risks. Therefore, EU have launched a new big project "EU4Digital in Armenia" that will summarize the present achievements in e-gov under one umbrella of interoperability platform, providing an e-single window for the border crossing points.
Specific objectives of the project were focused on controlling compliance of the deliverables with the terms of reference and relevant technical specifications, implementation plan and other contractual commitments, by thorough monitoring of the project implementation during the development of related ICT solutions, testing, pilot system implementation, and replication of the system across all sites, by identifying and reporting all potential risks, and proposing mitigating measures, providing the professional consultancy support to Contracting Authority (CA) and the Steering Committee for contract management and proposed ICT solution to control compliance with contract conditions, assisting the Contracting Authority and the Steering Committee in the development of necessary ICT skills and understanding of the milestone stages of product development providing the necessary technical support for successful control over the implementation of the ICT solutions, organization of change management activities, providing complementary training and presentations.
The services we provided in relation to this assignment included Inception phase activities, support at the stage of establishing the functional requirements and design, and support at the stages of development, testing and implementation.
