Mozambique aims to reduce persistent gender inequalities by integrating gender perspectives into its rapidly growing energy sector. While the country has strong potential for energy-driven economic growth and poverty reduction, women remain underrepresented and face barriers in access to energy services, employment, and decision-making within the sector.
Recognizing that energy development can either reinforce or reduce inequalities, the government—through the Ministry of Mineral Resources and Energy (MIREME)—is prioritizing gender mainstreaming to ensure that both women and men benefit equally as users, workers, and economic actors.
To support this, a comprehensive gender assessment of the energy sector will be conducted. The purpose is to better understand gaps and opportunities, generate data for informed decision-making, and guide more inclusive energy policies and programs.
Key Objectives:
- Identify barriers and opportunities for gender equality across energy programs and institutions
- Define practical actions to improve women’s participation and benefits in the sector
- Strengthening institutional capacity to integrate gender into energy planning and implementation
- Assess women’s access to energy services, especially in rural and underserved communities
- Promote increased participation of women in technical, skilled, and leadership roles in the energy sector and elaborate an Energy Gender Action Plan and Road Map
Overall, the project seeks to ensure that Mozambique’s energy transition is inclusive, equitable, and contributes to empowering women while expanding energy access for all.
