The final evaluation of the EU Public Finance Management Support Programme for Ukraine (EU4PFM) aims to deliver an independent, comprehensive assessment of the programme’s performance and results. It focuses on measuring achievements against objectives, understanding the drivers behind those results, and generating actionable insights for future decision-making.
Objectives: The evaluation has two overarching goals:
- Assess performance: Provide an independent review of the programme’s effectiveness across all levels of results.
- Inform the future: Identify key lessons learned and deliver practical recommendations to strengthen ongoing and future interventions.
In addition, the evaluation will:
- Support the exit strategy to ensure sustainability of results
- Inform the next phase of public finance management programming
Evaluation Approach
The assessment is guided by internationally recognised OECD-DAC criteria: Relevance, Coherence, Efficiency, Effectiveness, Sustainability.
Cross-cutting priorities are embedded throughout the evaluation, including: Gender equality and women’s empowerment, Alignment with the Sustainable Development Goals (SDG 16: Peace, Justice and Strong Institutions; SDG 5: Gender Equality) and Application of Public Administration Reform principles.
The evaluation follows a structured, evidence-based approach: Stakeholder consultations and remote interviews, reconstruction of the Theory of Change, development of evaluation questions, indicators, and an evaluation matrix, desk review and analysis of secondary data, validation of findings through primary research and synthesis of evidence to produce final conclusions and recommendations.
