This assignment supported the development of the Sulbagsel–Baubau Interconnection Project in Indonesia through two key deliverables: a draft Terms of Reference (ToR) for a Feasibility Study (FS) and a fact-finding mission report with strategic recommendations.
The draft ToR for the FS was structured in two phases. Phase 1 was to assess four project options identified by PLN and recommend the most suitable solution based on technical, economic, environmental, and social criteria. Phase 2 was to deliver a full feasibility study of the selected option. A key focus was evaluating how renewable energy—particularly hydropower from Southeast Sulawesi—can be transmitted to Baubau.
The assignment was carried out in three phases: preparation and drafting of the ToR, a fact-finding mission to Indonesia (including stakeholder engagement with PLN, ministries, and agencies), and finalisation of both a draft ToR and a mission report. The final outputs included a draft ToR aligned with Impact Fund Denmark’s standards and a set of recommendations on the project’s viability and strategic relevance.
The final ToR for a FS, including scope, approach, staffing requirements, deliverables and study structure, was subsequently developed and finalised by Impact Fund Denmark.
