This assignment supports the development of the Sulbagsel–Baubau Interconnection Project in Indonesia through two key deliverables: a comprehensive Terms of Reference (ToR) for a Feasibility Study (FS) and a fact-finding mission report with strategic recommendations.
The ToR for the Feasibility Study is structured in two phases. Phase 1 will assess four project options identified by PLN and recommend the most suitable solution based on technical, economic, environmental, and social criteria. Phase 2 will deliver a full feasibility study of the selected option. A key focus is evaluating how renewable energy—particularly hydropower from Southeast Sulawesi—can be transmitted to Baubau.
The assignment is carried out in three phases: preparation and drafting of the ToR, a fact-finding mission to Indonesia (including stakeholder engagement with PLN, ministries, and agencies), and finalisation of both the ToR and a mission report. The final outputs include a refined ToR aligned with Impact Fund Denmark’s standards and a set of recommendations on the project’s viability and strategic relevance.
