This project involves the final independent evaluation of the EU-funded programme supporting the co-management of protected areas and fragile ecosystems in Chad (APEF). The evaluation assesses the programme’s overall performance, focusing on results achieved, quality of implementation, and contribution to sustainable development goals.
Its main purpose is to determine how and why the intervention contributed to observed outcomes, identify enabling and limiting factors, and provide lessons learned and recommendations. These insights aim to improve current and future initiatives, including NaturA Tchad phases 1, 2, and the upcoming phase 3 (planned for 2026). (NaturA is a European Union–funded environmental and biodiversity programme).
The evaluation includes both quantitative and qualitative analysis of results, institutional performance, and key outputs such as policy reforms, biodiversity conservation strategies, and community-based natural resource management initiatives. It also examines coordination mechanisms and stakeholder engagement.
The assessment is based on standard OECD-DAC criteria (relevance, coherence, efficiency, effectiveness, impact, and sustainability), as well as EU added value. Cross-cutting themes such as gender equality, environmental sustainability, climate adaptation, human rights, and inclusion are also considered.
