TRAINING FOR ENERGY AUDITORS & TECHNICAL DESIGNERS (TEAD)

The EU-funded TEAD project, implemented under challenging wartime conditions in Ukraine, has made substantial progress in strengthening the national capacity for high-quality energy audits and technical design. During the implementation period from 2022-2025, TEAD redesigned training schemes, built a national training system, supported policy development, and significantly expanded the professional community of auditors and technical designers. The project successfully adapted to constantly changing circumstances while continuing to deliver high-impact results.

HOW DEM’S EXPERT TEAM CONTRIBUTED TO INCREASING THE QUALITY OF ENERGY AUDITS IN UKRAINE

DEM’s Team Leader, together with a large team of international key experts, national senior and junior experts, and trainers — a total team of 45 people — contributed to improving the quality of energy audits in Ukraine by establishing a comprehensive national framework for high-quality training across buildings, industry, and technical design. This included redesigned curricula, modern methodologies, and extended multi-day training programmes. In addition, the project delivered detailed legal, market, and institutional analyses, including gap assessments and alignment with EU best practices. These efforts supported improvements in policy, regulation, and certification systems, thereby strengthening the overall quality and consistency of energy audits.

Beyond training and analytical work, the project also contributed to strengthening the professional ecosystem around energy auditing. This included laying the foundation for a national energy audit professional network through the development of a draft networking concept and roundtable discussions with the Ukrainian Association of Energy Auditors and Energy Efficiency Centres. Furthermore, the project enhanced cooperation with Ukrainian and international stakeholders, ensuring alignment with national needs and EU best practice, and supporting the development of certification and qualification procedures.

HOW THE TRAINING OF NATIONAL TRAINERS WAS ORGANIZED AND HOW MANY NATIONAL TRAINERS WERE TRAINED DURING THE IMPLEMENTATION PERIOD

The training of national trainers was organised through a structured Train-the-Trainers (ToT) programme covering three technical streams: buildings, industry, and technical design. The programme was supported by comprehensive training materials, including presentations and video-recorded content, ensuring consistency and high quality across all training activities. In total, over 140 participants were trained through the ToT programme during the implementation period, contributing to the development of a strong national training capacity.

In addition to the ToT programme, the project implemented full pilot and rollout training cycles for energy auditors and technical designers, resulting in more than 1,000 trained participants by mid-2025, with expectations to exceed 1,200 participants by the end of rollout. To support scalable and accessible learning, a digital platform was developed with fully completed training materials, including video lectures, case studies, and assignments. Furthermore, numerous thematic webinars, workshops, and outreach events were organised in collaboration with partners such as UNDP, NEFCO, EIB, and CoM East, further strengthening knowledge dissemination and professional capacity in the sector.

HOW THE VISIBILITY OF THE ENERGY AUDITORS’ PROFESSION WAS INCREASED AND WOMEN’S ROLE STRENGTHENED

The visibility of the energy auditors’ profession was enhanced through a wide range of outreach activities, including thematic webinars, workshops, and collaboration with international organisations such as UNDP, NEFCO, and EIB. A digital learning platform with fully developed training materials further supported nationwide access and awareness. In parallel, the project strengthened women’s role in energy auditing through dedicated initiatives such as a study tour for female participants, gender-focused workshops, and research addressing barriers to women’s participation in the sector.
