Overall project objective
The general objective of the assignment is to support the World Bank, the Government of Mozambique and the Government of Madagascar to facilitate the use of green energy solutions for digital connectivity and services, as well as supporting the development of an enabling environment for the use of renewable energy to improve digital connectivity and inclusion in Mozambique and Madagascar.
The specific objectives are to:
1. Identify good international practices for renewable energy solutions applied to digital connectivity
2. Recommend technical guidelines, standards and specifications in the context of Mozambique and Madagascar for deploying clean, energy-efficient andclimate-resilient digital infrastructure
3. Outline actionable green digital policy, legal and regulatory frameworks to support green digital transformation in Mozambique and Madagascar
Service description
- Development of a Good Practice Note on assessment of technical solutions, conceptual designs and business models for digital infrastructure powered through renewable energy for underserved communities, based on an extensive literature search and benchmarking exercise
- Development of country-specific guidelines, standards and specifications for energy-efficient and climate-resilient digital infrastructure for Madagascar and Mozambique.
Specifically:- Guidelines addressed to policy makers and private sector actors to inform strategic planning for the mobilization of future private and public sector investments into climate-resilient and energy-efficient digital infrastructure.
- Standards or frameworks addressed to implementing agencies and regulators of the energy and digital sectors to enable implementation of digital energy projects.
- Specifications addressed to World Bank funded MDAP and DECIM project implementation units to inform the design of tenders and procurement for project investments
- Detailed research report on policies and regulations on energy and digital infrastructure
- Development of detailed research report on policies and regulations on energy and digital infrastructure in Madagascar and Mozambique, including (a) an assessment of existing policies and regulations on energy and digital infrastructure in Mozambique and Madagascar, (b) an in-depth assessment of the legal, regulatory and policy gaps in the two countries, and (c) examples of international best practices regarding the provision of an enabling policy, legal, regulatory environment which encourages climate-resilient and energy-efficient investment in digital infrastructure
- Drafting of country-specific policy notes with recommendations for the development of legal, regulatory and institutional support strategies
- Organization and coordination of the dissemination of the policy notes in Mozambique and Madagascar. Organisation of workshops to validate the policy notes and promote experience sharing between the two countries
