We are assisting the Department of Energy to develop and institutionalise a target monitoring and report system within the DOE, on progress in the achievement of the energy efficiency targets and associated carbon emission reductions, as outlined in the National Energy Efficiency Strategy.
Based on an existing methodology handbook on energy efficiency target monitoring in South Africa, developed by the DoE, we developed the energy efficiency target monitoring system which includes the development of a model for data collection at generation, distribution and sector level as well as a core set of indicators.
We implemented the target monitoring system in up to 45 local municipalities across the country. The data generated by the monitoring system will inform decision making and will aid DoE in building a case for the development of policy interventions to achieve the established targets. The target monitoring system was developed during 2012, and tested during 2013 and subsequently rolled out.
