The global objective of the project of which this contract will be a part is to stimulate socio-economic development and reduce poverty by providing rural electrification in the South East of Liberia.
The specific objective of the services being requested here is to have the Designs and Tender Documents to be able to award the works and services under the future Financing Agreement 40 034 "Rural Electrification in the S-E of Liberia".
Beneficiaries of the Project are Government of Liberia, Ministry of Mines and Energy, Rural and Renewable Energy Agency (RREA), Liberia Electricity Corporation (LEC), Residents of Buchanan and Residents of Greenville. Significant assistance was provided by the RREA, LEC and local authorities at Buchanan and Greenville.

The purpose of the project was to facilitate the process for provision of electricity to four isolated townships in the south east of Liberia. Initial requirements, in accordance with the TOR, were to provide confidential cost estimates and tender documentation for provision of electricity supply infrastructure in Buchanan, Cestos City, Greenville and Barclayville.
Site visits were conducted at Buchanan and Cestos City and in conjunction with the EU Programme Manager Infrastructure, visits were also made to Greenville and Barclayville. Resulting from these visits was an understanding of site specific circumstances. A considerable number of reports and estimates were produced during the course of the project, reflecting changing circumstances as the project progressed.
Buchanan: Various scenarios of supply and distribution voltage were investigated and costed before the concluding version settled on constructing 18.5km of 33kV main line from Buchanan CLSG 220/33kV substation to the southern part of town. In addition, 45km of 0.4kV distribution circuits are to be constructed throughout Buchanan.
Cestos City: As a small town, initial electricity supply considerations were for a hybrid solar PV plant with a 22kV distribution system. During October 2018, Liberia Electricity Corporation informed EU that a 33kV line would be constructed from Buchanan CLSG 220/33kV substation to supply Cestos City. On 22 November 2018, EU stated no work was to be done at Cestos and the project was abandoned.
Greenville: Two options for electricity generation to supply Greenville were hybrid Solar PV or hydro. A potential hydro power station site is situated approximately 30km to the north of Greenville. A pre-feasibility study, including water flow measurements was completed. A full feasibility study is being progressed.
An interim hybrid Solar PV plant with 14.5km of 33kV distribution and 25 distribution substations is proposed. Should the hydro power station be found to be the most efficacious method for long term power generation, the 33kV distribution system will be extended by 30km from the interim hybrid Solar PV plant to the hydro power station site. A further 9 distribution substations would be constructed.
Barclayville: Electricity supply to Barclayville was anticipated to be provided by an extension of an existing 33kV circuit from Pleebo. An extension of the existing 33kV line was found to be not technically feasible. A site visit showed Barclayville building density was low, with very little commercial activity. With insufficient potential customers, construction of a Solar PV plant and distribution system was considered not viable and no work will be effected by this project.
