This paper discusses the Institutional Capacity Development (ICD) efforts of projects supported by the ACP-EU Energy Facility (hereafter EF), and identifies lessons learned and forward-looking recommendations. The experiences (positive or negative) from the EF supported projects can provide useful inputs for the further design of ICD programs targeting improved energy access to the poor urban and rural areas.
The paper is based on information and data from 2007- 2019, covering 18 EF supported projects addressing institutional ca¬pacity development, as well as information from current research and experience from other development interventions.

This discussion paper examines how improved access to sustainable energy solutions can contribute to mitigate deforestation in developing countries.
The paper identifies the key trends in sub-Sahara Africa and places the actions in the energy sector in a larger context. In the subsequent chapters, experiences from the ACP EU Energy Facility are analyzed covering four ways of improving access to energy that are especially relevant to protect forest resources:
- improved cookstoves
- improved charcoal production
- afforestation
- fuel switch to biogas
