Capacity Building

To ensure successful implementation of technical energy measures and sustainability of our assistance, capacity building is provided as an integral element of our services. We provide training and capacity building to professionals and at an institutional level to governments, ministries, non-governmental organizations, private sector, and community members. Concepts such as leadership, awareness and community building are part and parcel of our institution building efforts.

We offer:

• Organization of workshops, study tours, networking events and seminars

ESCO/EPC

DEM provides technical assistance in developing Energy Service Companies (ESCOs) around the world through Energy Performance Contracts (EPC) to conduct cost effective energy saving measures.

DEM offers a range of services that covers the full project cycle of implementation of energy efficiency measures in buildings, which includes the initial screening activity, Investment Grade Energy Audit (IGA), Design & Engineering works, arranging and providing financing, procurement works, installation of high efficiency equipment and commissioning of the energy efficiency measures, and monitoring throughout the contract period as a part of our turnkey services.

Financing and Investment

At DEM, we provide financing and investment services in the residential, public, and commercial sectors regarding energy efficiency, renewable energy, climate mitigation and environment.

We perform cost-benefit analysis of potential investments, outlining environmental and climate benefits, develop investment proposals and programme designs for implementation of energy efficiency investment opportunities, covering among others, organisational arrangements, financial and other implementation capacities, delivery model, options for financing, gender mainstreaming, citizen engagement, etc.

Monitoring & Evaluation

The monitoring and evaluation services at DEM include assessment of planned, ongoing, or finalized interventions in relation to the climate and energy sector. Our M&E services are systematic and consistent with established evaluation and results frameworks with our clients’ knowledge interests as our prime focus.

DEM thrives to ensure objective data collection and analysis within the following genres:
• Monitoring, Reporting, and Verification (MRV) frameworks for results-based financing
• Monitoring energy efficiency measures (e.g., energy savings vs. activity-levels)
• Installation of energy monitoring technology (CTS) to measure indoor climate and energy savings
• Performing project evaluations and ad-hoc studies for knowledge sharing

Policy and Regulation

DEM has a strong track-record in providing guidance to numerous governments and institutions across the energy policy spectrum, on both energy supply and demand side. Based on the quantitative analysis of national and international data, combined with best practices, policies, and strategies that support sustainable socio-economic development, priorities are identified, defined, operationalized, and monitored. The initiatives and instruments designed are based on sound assumptions and a robust assessment of the sector and its future.

Programme identification and formulation

DEM has extensive experience in providing bi-lateral and multi-lateral clients support in identification and formulation of national and regional initiatives across the energy and environment sector.

Our programme identification and formulation services range from conducting situational analysis of environmental, social, and economic sustainability issues, strategic orientations considering political frameworks and ownership, identification of priority interventions and priority areas, key stakeholders, and ongoing project mapping, to developing first proposals for possible actions, identification of partners, implementation models, governance, and steering, to the formulation of draft Action Documents for new actions.

Sector Studies

DEM conducts a range of sector studies, covering policy and institutional frameworks, energy efficiency potentials, investment opportunities, local barriers etc.

We provide detailed analysis of current trends, forecasting of future demand patterns, identification of policy options for the specific context, and recommendations for reforms, based on a thorough understanding of global best practice and supplemented by quantitative analysis that makes use of tested, multi-faceted databases and energy modelling tools. Our studies aim to ensure feasibility of a project for our clients before investing, and help making informed decisions contributing to a successful project, from a technical, economic, legal, and environmental perspective.
