DEM is one of the world’s leading providers of Monitoring and Evaluation services for development aid. We are specialists in sector and project programming, assessment and monitoring and evaluation. We want to help ensure that projects perform well, reach their goals, and that lessons learnt are shared to the benefit of other projects and future programming. Over the past 20 years, we have monitored more than 2,000 international development projects in all sectors and on all continents – Africa, Asia, Europe and Latin America, and using the OECD/DAC criteria on relevance, efficiency, effectiveness, impact and sustainability.

Due to the company’s vast knowledge and experience of the energy sector and the European Commission procedures, DEM played a significant role in the design of the first external monitoring and evaluation system for the European Commission programmes and projects worldwide.
In 1994, DEM was selected to carry out its first monitoring and evaluation assignment. We were responsible for the monitoring and assessment of all the European Commission Tacis-funded energy projects in Newly Independent States of the former Soviet Union.
In the beginning of this century, DEM became directly involved in several large-scale worldwide assignments. As an example, in 2000-2005 our consultants monitored all EU Aid projects in the ACP (Africa, Caribbean and Pacific) region, South Africa, Cuba, Balkans, Latin America and the Mediterranean countries. Based on our expertise, the European Commission again selected DEM to lead the consortium in charge of the results-oriented monitoring of all EUs development projects in Africa, Indian Ocean and South Africa in 2008-2011.

The projects monitored during those years comprised all sectors, including among others:
Energy / Environment / Human rights / Education / Telecommunication / Health / Social & Welfare Services / Rural Development / Transport / Support to SMEs / Livestock Research / Economic and Development Planning / Water and Sanitation / Food Security.

DEM has created, tested and put into operation a monitoring system redefining criteria, indicators and manuals. In addition, DEM has been assigned on several occasions by both the European Commission and the United Nations to train their own development experts in M&E methodologies.

Our combined expertise in development, IT, energy and M&E, has allowed us to develop structures and systems for high-quality M&E of energy development projects worldwide, with IT systems allowing to highlight impacts and lessons learnt. Therefore our contract with the European Commission for the TA to the EU Delegations for the Monitoring of the Energy Facility’s projects has been extended to 2019, monitoring a total of over 170 energy projects in Africa, Caribbean and Pacific, with a special emphasis of gathering lessons learnt and sharing knowledge to the benefit of other energy projects and future programming. Through site visits we provide evidence to the findings on programme outreach, while the extensive use of the database allows the analysis of different sets of projects over time.
